More Tools Does Not Mean Faster or More Accurate Insights

An access-review tool flags an account with more privilege than its role needs: routine, filed, forgotten. That same week, a separate scan shows that the same account can reach a folder of unclassified customer PII. A third system logs that its credentials have been shared outside the owner’s team. Three tools, three tickets, three owners, and nobody puts them side by side until an incident forces the question, months later. Every finding was accurate. The actual risk, one account, one step from sensitive data, sat in plain sight the whole time, split across queues that never talk to each other. 

That is the default state of most stacks. Panaseer’s 2026 Security Leaders Peer report revealed that the average organization now runs 61 different security tools, each watching its own slice, and IBM’s 2025 Cost of a Data Breach report puts the average breach at $4.44 Million.

With 61 tools in place, something should have connected those three tickets. Nothing did: the same IBM report puts the average time to identify and contain a breach at 241 days, a number that has not moved much no matter how many tools get added to the stack.

An organization buys its first real security tool when the first real threat shows up: a scanner for malware, then a firewall for the perimeter, then an IAM platform once “who has access to what” stops being answerable from memory. Every addition made sense on the day it happened. Attackers kept finding new angles, so the defense kept adding new layers. That is not a flaw in the logic. That is just how a stack gets built, one legitimate gap at a time, until nobody quite remembers deciding to end up with 61 of them.

Sixty-one is where the average organization sits today. Surely, many tools should buy some confidence. Unfortunately, it does not. A Gartner survey found 90% of non-executive directors are skeptical of their cybersecurity investments, despite running more tools than ever.

It is not hard to see why. Microsoft’s State of the SOC survey found that 46% of all alerts turn out to be false positives, meaning nearly half of an analyst’s daily workload produces zero security value. When you have this many alerts, yet nearly half are false positives, it is hard to have confidence in your security investments.

The Next Move is Not Solution No. 62

Adding another tool is not the answer. It will only make things worse. Fortinet’s 2026 State of Cloud Security report revealed that 69% of the professionals polled found that tool and visibility challenges limit the effectiveness of their security tool because adding another tool only means more dashboards, and more alerts. Unless you are Sisyphus, more pushing does not mean less mountain.

This fragmented view creates disconnected certainty: every tool is confident, but none of them hold the whole picture. And this is not a phase that ends on its own. Data keeps sprawling faster than any tool’s field of view, so the gap between “found it” and “understood it” only widens from here.

Context Is the Winning Answer, Not More Tools

None of this is an argument for buying less but an argument to assist organizations in being more prepared against more attacks, as data keeps growing in volume and AI agents getting more prevalent.

Discovery, classification, posture, and identity are still necessary for groundwork, and most enterprise programs have already built them well. The real question is not whether the estate is being watched closely enough. It is whether anyone can put what is already found side by side and read it as one answer instead of four separate, technically correct ones.

Picture the same overprivileged account from a connected view instead of three separate ones: not three medium-severity tickets sitting in three different queues, but one high-severity finding that says this account, this exposure, and this credential sharing are the same incident. That is not a new tool. It is what the tools already in place would tell you, if anything were built to let them finish each other’s sentences.

That is the missing piece, and it was never coverage. A dozen accurate, specialized tools already know everything in that scenario. What they cannot do on their own is read it as one incident instead of three separate opinions, and tool number 62 will not teach them how.

The next question worth asking is not “what else should we scan?” It is “what would it take to make everything we already know share the same context?”
